Summary/Abstract: Human rights are not just a legal or political concept. The true reasons for their development lay in real life: above all, the need felt by people to protect themselves from each other in the physical and in any other sense, but also to promote a specific culture: a culture of peace, respect for differences, awareness of tight human interdependence, promotion of openness, understanding and co-operation, an active and responsible attitude towards one's own life and that of the others. Human rights therefore only make sense if their theoretical existence is attended by existence on a practical level, if besides mere procedure they also become a way of life. This raises an important question: how to develop and promote a culture of human rights so as to become a model for everyday relations among people.
