Summary/Abstract: Uzbekistan’s political life has been shaped in accordance with the priorities of President Islam Karimov. Karimov who was trying to strengthen his authority in domestic politics in the 1990s, has established his own “one man-rule” regime in the 2000s. Uzbekistan's foreign policy priorities however changed from period to period. Especially until the 2000s, Tashkent that was trying to stay away from Moscow, has developed its relations with China and Russia upon the critics, which made by Western countries after Andijan events in 2005. The purpose of this article is to emphasize that while Karimov is an authoritarian style in domestic politics; he defined his foreign policy considering threat perceptions, which influenced primarily by internal political developments. Moreover, he pursued a balanced policy aimed at keeping away of the great powers from Central Asia
