Summary/Abstract: Ottoman Provecial Organization, "military" purposes was built in mind. This structure, the Tanzimat period, almost does not change until accepted. Working with the start of new era of Tanzimat 1840–42, 1846, 1849, 1852 and 1858 will be handled on provecial reform. Our goal, first in 24 years, followed each other so often and make the arrangements to be put to the necessity. Second, these arrangements still with military purposes or to make any other purpose is to detect. Therefore, the basic goal of the Tanzimat, the "fiscal activity centers" that aim to determine impact of regulations is how. Thus, the pre–1864 law provinces of central-provincial relations in terms of how to create a state order will be put in place.
