Legal opinion on the rules for the use of diplomatic passports by the Deputies

Summary/Abstract: According to current law, diplomatic passports may be used as identification only in the course of a official visits or in connection with the performance of official duties abroad. The use of a diplomatic passport during a foreign visit not related to the performance of official duties would lead to violations of the Passports Act. The author also points out that foreign visits carried out for private purposes, as well as the those undertaken for the purposes of public activity that does not fit the sphere of their mandate and are not related to the exercise of separate public functions, have no official character.
