THE DEMOGRAPHIC SITUATION OF LITHUANIA: THE POSSIBILITIES FOR THE INTEGRATED POLICY OF THE DEMOGRAPHIC FACTORS’ IMPROVEMENT

Summary/Abstract: The demographic aspect of country’s development is rather specific and is related to the strong interrelatedness between the demographic factors and the economic, social and cultural situation of the country. Another important aspect considers that the management, stabilization or improvement of the demographic situation is a time consuming process and lasts longer that a year. Therefore, aiming for the more favourable demographic situation in Lithuania, the integrated and even prioritized policy with the accompanying means has to be formed right here. In other case, the demographic changes in Lithuania (that are negative today) could not be named as a simple challenge, because this is a real and serious threat for Lithuanian economics, social sphere and cultural identity of the country. Lithuania experiences the period of demographic decline that is evaluated according to the changes of citizen number, the indicators of natural citizen change, migration (emigration), the changes in the employable citizen number and aging. The research problem has emerged that calls for the theoretical substantiation of the modelling construction of this social phenomenon: in what ways it has to be managed and administrated. The primary point of discussion with the aim to manage the demographic decline and to construct the policy and tools for situation improvement is the clear development direction of the country as institute: the holistic integration in European and global contexts with the perspective of transforming the meaning and concept of the state as institute; or the limited integration with the perspective of competitive and independent state, the strengthening of state as institute. The demographic situation may play a double role. On one hand, in the general integration processes the demographic decline of Lithuania has not been a considerable and significant problem for Europe. Most probably, it has been the consequence of different regular objective processes. On the other hand, the demographic decline for Lithuania may cause different pathways of its development. Therefore, the integrated administration of the demographic factors that embraces all the social, economic, cultural and political spheres in a long term may stabilize the existing situation. The main problem, however, is the lack of the integrated and systemic approach to the threats of the demographic situation. The extent of the situation’s complexity does not enable to achieve the positive results with the fragmented structures and their tools that are mostly oriented to the solution of their own tasks. The presented administration model for the demographic factors proposes the systemic and integrated approach to the management of the demographic situation by discerning the prioritized pathways for administrating the demographic factors and suggesting the adequate tools.
