Summary/Abstract: It has been widely held by researchers that the European Parliament’s committees provide a “legislative backbone” of the institution. As it happens, the bulk of the committees’ suggestions about legislative drafts are approved at the EP’s plenary sessions. But over the recent years, a new development emerged in the EU legislative process at the stage of first reading: the so-called trilogs, or informal meetings of Commission, Parliament and Council representatives, at which legislative agreements are reached. The article argues that trilog institutionalization has had the effect of considerably reducing the position of Parliamentary committees.
