Summary/Abstract: Author consists, that administrative reforms in the domestic policy of the Russian Empire in the beginning of XIX century are distinctly subdivided into the appointment of the Indispensable Council, the Senate Reform and Ministerial Reform. All the abovementioned was discussed in the Secret Committee — a special secret body by the Emperor Alexander I, and that discussion was distinguished by its specifi city.
