Summary/Abstract: Knowing the real and authentic cultural needs of Serbian citizens and developing cultural policy strategies that would satisfy these needs is the only way to achieve the concept of “cultural democracy”, which could bring considerable benefits to all citizens and society as a whole. Only by taking a realistic and sober situation assessment as the starting point can cultural policy be able to adequately motivate all social classes, to enrich and improve direct cultural participation and break the existing cultural patterns. Long-term stigmatization of folk music consumers and the imposing the “urban” cultural style as its only alternative lead to neglect and marginalization of a large number of potential culture participants. Naturally, cultural policy cannot be reduced to a simple justification of current cultural needs - the development of esthetic evaluation and critical thinking among people should be high on the list of cultural policy priorities. It is also extremely important to introduce all social strata and all tastes into a debate concerning what is desirable and necessary in music.
