Summary/Abstract: The introduction of TIC as instrument of the management of public affairs is one of the major innovations in our time. More than a title, TIC influenced social dynamics both in the individual reports and collectives. The characteristic universality of its impact hardly saved Cameroon. This country, as many others, saw TIC being obvious in daily practices notably in the facilitation of public and private activities. His impact was all the more mattering that it led to true aggiornamentos in all areas of activities. In this context, even the renowned public administration for its slowness and its hostility to accept changes, has of the "to update" to answer the pressures of new context. So, in the management of the personnel of the State in Cameroon, the advent of TIC has given reform of the implement of monitoring of the body of the civil servants. This reform was translated in facts by the implementation of a computerised management system of the personnel of the state called SIGIPES and at the beginning of 2000s and more newly (2011), passage near inventory of the personnel of the State by means of Internet. This reform which can be received as been subjected or chosen put TIC in the centre of public management. Also, it seemed to us opportune to question the implement implemented as part of the management of the public administration in Cameroon to determine logic, products and productions upstream of the determination of pressures in the realization of the tools that give TIC.
