Summary/Abstract: The complexity of the current security environment as a result of the globalization phenomenon, along with the increased importance of the economic and technological differences between the worlds’ states, has generated and continues to generate new risks and threats to mankind and especially to democratic countries. Furthermore, the evolution of terrorist acts, from the stage of isolated incidents to a global level, with many ramifications and links, drove mankind and by default the international environment to a state of fragile security.
