Summary/Abstract: While being closely linked to and following on from the bachelor and master cycle, the doctoral progammes have a unique role in providing the bridge between the areas of higher education and research. Their high quality is generally seen as an issue of vital importance for a successful realization of Europe's research goals. On a formal side, the corresponding descriptors are included as level 8 of the Framework for Qualifications of the European Higher Education Area. More to the substance, the internationalisation has always served as a key component in the advancement of knowledge through original research. Eleven partner universities and organizations from the Western Balkans and EU that had previously successfully collaborated under TEMPUS IIbis and TEMPUS III on various aspects of higher education reform, joined their efforts under TEMPUS IV to develop a well-structured and networked South-East European Doctoral Studies in Mathematical Sciences. After the project year one, devoted to doctoral program structure and core knowledge, and midst year two activities on curricula design and capacity building, we present the build-in modalities of quality assurance and quality enhancement as a possible model of addressing critical issues at the level of the third Bologna cycle. The experience from SEE Young Researchers' Workshop in Ohrid, outcomes of workshops in Graz and Tuzla and Academic Board meetings in Sofia and Sarajevo, as well as a pertinent departmental work at partner universities is discussed.
