Trends in the Functioning of Executive Authorities in B&H

Summary/Abstract: The paper discusses observable trends in functioning of executive branch of government in Bosnia and Herzegovina in the period covered by two general elections cycles: 2000 – 2002 – 2006. Work of executive bodies of government and their capacity for strategic planning and monitoring of implementation of decisions is analyzed, with special emphasis on analysis of institutional capacities for this segment of governance. Also, for cross-checking purposes, the paper also analyses the trust and confidence felt by the general public towards the work of state institutions. This was accomplished through study of surveys and studies specially prepared to this purpose, as well as through analysis of trends in voter turnout in elections, which present one of principle democratic instruments of control of government by its subjects. Problem of corruption is also discussed, being one of the main problems which affect functioning of state organs and adversely influencing the voters’ confidence in elected government.
