Summary/Abstract: This paper points out that the cultural democracy is appropriate to essence (substance) whereas the political democracy is appropriate to social existence of education. This is a due to political purposes do not go parallel with educational purposes and means to an end are different. Therefore any transformation political in pedagogical mean or reversely, keeps making impossible normal educational function, between this two democracies. This transformation is not an act of democratization than bureaucratization what necessarily takes to secularism. Secularism as a finished secularity completely disfigures this functioning. Secular state constitution can not literally transfer to educational system, because state is not any educational institute or center, since secularism is no performed from educational substance. In the point where is one of the main aims of school and education to develop any individual in relation to its abilities, no matter what its social, religious or political orientation is, we can say that democratic principles were take a hold in educational politic. In the point where nacional self-sufficiency has been replaced with all-round relative dependence, in material as well as in spiritual producing, democratic principles are in deed. That is the reason why the democracy in education should be necessary measured in response of society on a question: “How to provide an opportunity to make affordable knowledge for everyone?”
