Summary/Abstract: At the beginning of the 20th century, the Otoman Empire had still occupied a substantial part of the Balkan Peninsula. Of all the provinces of European Turkey, ancient Serbia was in the most difficult position. It was the territory plunged into anarchy, and the country where laws were enforced with Albanian weapons. In order to prevent possible reform actions of the great powerful countries that could no longer sit on the fence witnessing the sufferings of Serbs in ancient Serbia, Turkey proclaimed their reform program at the end of 1902. These reforms were to establish law and order, root out anarchy and improve the position of Christians in the European part of Turkey. Announced with a bang, they were, however, nipped in the bud. The unyielding anti-reformist stance of the Albanians from Kosovo and Metohija and the utter indifference of Turkish local authorities concerning the enforcement of reforms brought about their rapid breakdown.
