Summary/Abstract: Based on the institutional and liberal view of the economy, in this article a comparative analysis of the economic freedom in Bulgaria and the other nine countries – the new EU members in the period 1998 – 2007 -is undertaken. By analyzing the summarized empirical facts, the study seeks answers to the following questions: how economic change is made to attain a more efficiently functioning economy, directed towards the transition from central planning to market organization; which are the problems and what opportunities there are to expand economic freedom in Bulgaria. Problem areas within the institutional and economic environment which bring the most negative impact on economic freedom in Bulgaria are critically analyzed. The thesis that the market mechanism in Bulgaria is insufficient to build an effective institutional foundation while government intervention that restricts economic freedom is defended.
