Summary/Abstract: Diplomacy of caution is a phrase employed in the international relations literature and yet to be conceptualized and examined within an analytical framework. This study has two purposes. First, the Middle East policy of the People’s Republic of China is discussed. Second, drawing on China’s foreign policy towards the Middle East, the characteristics of diplomacy of caution are identified with an intention of conceptualization and theorization. Diplomacy of caution has two mutually supportive objectives. The first is expansion of geopolitical area in the relevant region, and the second is restriction of geopolitical area especially towards the non-regional actor which has established regional dominance the most. These two objectives result in each other. In other words, a state’s expansion of geopolitical area in a region at the same time restricts the geopolitical area of other non-regional actors in the region. The difference between these two objectives is a difference in priority between the objectives in the relevant state’s diplomacy of caution towards the region. In this study, only the policy of expansion of geopolitical area which China pursues in its diplomacy of caution towards the Middle East is investigated.
