Summary/Abstract: An early decision by civil society groups in the East to be apolitical has left them holding the bag for governments that shirk basic responsibilities. [Some would argue that civil society in Europe’s so-called transition countries is at best stuck and at worst a Trojan horse for particular political creeds. The charitable Trust for Civil Society in Central and Eastern Europe recently asked some activists to take a critical look at the state of advocacy groups.
