Summary/Abstract: One of the fundamental political issues in the political activities of the Muslim National Organization (MNO) was that of the sovereignty of Bosnia and Herzegovina. It was posited chiefly through the demand for autonomy in religious, vakuf (pious endowment) and educational matters. The Muslim National Organization also exercised considerable skill and ingenuity in incorporating the question of Bosnia and Herzegovina’s sovereignty by seeking a solution to the agrarian question, the appointment of the Reis ul Ulema (head of the Islamic community), the issuing of the manshura (imperial decree of appointment) and so forth. Te socio-historic and political existence of Bosnia and Herzegovina at that time, as part of the Ottoman Empire and then of the Austro-Hungarian Empire, meant that the only realistic approach was to call for autonomy. The establishment of an autonomous position was the only possible political solution by means of which, given the circumstances of the day, independence and equality with the other ethnic, cultural, religious and political subjects constituting the complex state could be expressed.
