Possibilities of Utilization and Collecting of Ethnic Data in Social - Legal Protection and Guardianship of Children

Summary/Abstract: The article is based on recommendations of the UNO Committee for Rights of Children, which suggests removing all drawbacks connected with collecting of ethnic data of children of national minorities. According to the Ministry of Labour, Social Affairs and Family, situation of Gypsy children placed into the foster families shows certain problemsas ethnicity can be understood as a handicap. Knowing total number of the Gypsy minority children, reveals disparities in various types of foster families or in the regions where measures of social – legal protections are carried out, and it can help to better targeting of the social politics. In the article, it is pointed out to the legal constraints when ethnic data are collected, the theoretical background of the notions “ethnicity” and “nationality”. Various methods related to the ethnical data collection and selected problems concerning registration of statistical data of this type, are used to reveal risks which such collecting can bring.
