Summary/Abstract: As regards its employment, production and consumption patterns, Hungary can now be regarded as an information society, however, all international surveys point to the country’s continuous shortfail. According to basic indicators such as internet and computer penetration, computer literacy, life-long education, foreign language skills, and relative investment in and achievements of R&D activities, Hungary is among those a-rear and the country is shifting towards the periphery on the map of information societies. Implementing urgent administrative reforms could significantly improve our competitiveness. However, this does not primarily depend on technology, but rather on attitudes concerning recent challenges. It requires not only procedural reform but also an improved underlying knowledge infrastructure. The solution is not just informatization but rather a systemic structural reform, i.e., the improvement and revamping of both cultural attitudes and organizational features.
