Summary/Abstract: The article explores difficult issues of efficient administration of the outlying districts of the Russian empire: Kingdom of Poland, Kazakhstan and Central Asia - in the second half of the 19th - beginning of the 20th centuries. The author presents local peculiarities of the territories and how the Russian administration got adjusted to them.
