Summary/Abstract: The article analyzes the measures to reconstruct the local government and zemskaya police, first of all it touches upon the ministerial reform of Alexander I concerning local government. However, as the experience and public discussion had showed, the power was not ready for the important amendments to the Statute for the Administration of the Provinces of the Russian Empire of 1775.
