Summary/Abstract: The article intent to analyse “the malfunction” produced, in Olt County, between 1938-1940, between the central power strategy regarding propagation, with the opportunity of the official festive moments, in population’s ranks, of certain messages, that were supposed to enforce the authority regime of King Carol II, and putting to practise of that strategy using a social and professional category, the public functionaries. Our analyse is based upon a serial of unused documents, researched in the local archives, and proves the fact that, in a well limited territory (Olt County, composed out of six counties: Dolj, Gorj, Mehedinţi, Olt, Romanaţi and Vâlcea), a big part of the public functionaries refused to play the “social” and propagandistic role, given to them, without being consulted, by the protagonists of the carlist regime. The documents, used in our analyse, are relevant for showing the low level of receptivity of the public functionaries towards participating, in the way forced upon them by the carlist’s authorities, in the national celebrations or the ones of the Royal Family, and also for checking the success of lack of success of the official propaganda using the state’s employees.
