The Ohrid Peace Process: The Past, the Present, and the Future Perspective

Summary/Abstract: Abstract. 2014 marks the 13th anniversary of the signing of the last peace agreement in the Western Balkans: the Ohrid Framework Agreement (OFA). The OFA ended the armed conflict in the Republic of Macedonia (RM) and was expected to also put an end to the political sources of this conflict by establishing principles for the building of a democratic, functional, and multiethnic state. Consequently, the constitution of the RM was changed and its national legislation was harmonized with the principles of the OFA. The international community was supportive to this process from the very beginning. However, since 2006, EU progress reports have warned about a slowdown in the implementation of the OFA. Although ten years have passed since 2004, when full implementation of the OFA was expected, three main issues still remain unattended to: the officialization of the Albanian language; an equitable representation of Albanians in the state institutions; and an equitable budget distribution.
