Summary/Abstract: The scope of the paper is to analyse methods of public participation in local governance that foster civic engagement based on a review of international practices. Key factors influencing public participation such as social capital, social status and organizational considerations (cost, expertise and e-government readiness) are crucial for understanding the decline in civic engagement. International comparative studies reveal that these factors might have an impact on the quality of life and socio-economic development of Polish local governments. As a result both parties of interaction: citizens and local authorites are responsible for the outcomes of governance processes.
