Summary/Abstract: Factors determining the security policy of every state can be divided in three major groups. The first group consists of constant factors, such as geographical settings. The second one includes "semi-constant" or slowly changing factors, such as geo-political situations, perceptions of historical traditions, strategic culture, self-definition and the relative power of states. Another group of factors, including political, economical and cultural interests and the local and global security environment and their perception by elites is fast changing. These differences in the case of France, the United Kingdom, Germany and the United Stetes result in their different security policies, their methodology and reasons for using power and the structure and capability of their military forces. Events connected with the problem of Iraq and the tensions they created between NATO allies also reflect on this problem.
