Summary/Abstract: For the Preservation of Italian Cultural Asset. Commissione Franceschini and the Building of a New Idea of Tutelage (1964-1966). The essay focuses one of the most important moments within the debate on the matter of cultural heritage and its tutelage in Italy. The “Commission for the study of tutelage and valorization of historical, archeological, artistic and of landscape” – named Commission Franceschini from its President, the catholic Deputy Francesco Franceschini – represented a moment of crucial and innovative analysis, developing on the situation of desolation and decay of cultural asset and landscape in Italy. The essay analyses the beginning, work and results of the Commission, pointing out the most relevant elements of innovation, especially a new concept of cultural heritage as a “memory of the human civilization”, and a new idea of tutelage, both from the point of view of the laws, and the structure of the related administration. The results of the Commission were the basis of the following development of the tutelage in Italy: first of all through the institutional changement introduced by Regions, and, secondly and above all, through the new Ministry for the Cultural and Environmental Heritage instituted in 1974.
