Summary/Abstract: The crucial question is whether the so-called “Roma problem” is of an ethnic or a social character. The author argues that, in post-communist central European countries, it is increasingly becoming more of a social and less of an ethnic problem. At the same time, I would argue that Roma have become a special social minority overlapping the underclass, rather than a national or an ethnic minority.
