Summary/Abstract: The pre-trial process is composed of various parties and institutions participating in it. The public prosecution service, investigating judge, inspections, other bodies and services and various legal entities, as well as individual citizens, are able to undertake actions in this process. Likewise, in certain situations, such as in cases of offences that are prosecuted ex officio, it is their legal duty (according to provision of Article 148 of the Criminal Procedure Code, 1977). The police are empowered to initiate the pre-trial process as well as participate in it, by means of undertaking acts prior to formal investigation. In the majority of cases, the police are the sole initiators of the pre-trail process.
