Summary/Abstract: The present article puts the accent on the financial parameters of municipality budgets of Bulgarian municipalities. Based on empirical data, it makes a comparative analysis of the social and economic management of the local fiscal units of Pleven and Lovech districts. Each of them is rated by the expert valuation method.
