Political system and foreign policy of Vth French Republic. Decision making and main actors

Summary/Abstract: This article is an analysis of French political system and its influence on the Vth Republic foreign policy. Peculiarity of constitutional system and division of power between main actors is substantial to understand French international activity. Article discusses role of the president, government, ministry of foreign affairs and the parliament in the perspective of their constitutional rights. Author came into a conclusion that key actor in the French foreign policy is the president. However his real power depends mostly on the political scene situation. When president and the prime minister descend from the opposite parties (phenomenon of cohabitation), his authority is limited, though he disposes full power in so called domain reservé. Foreign affairs minister role also depends on the relations with the president, but usually his autonomy is restricted. Finally, parliament authority is limited to treaty ratifications and monitoring of government international activity.
