Summary/Abstract: Serbian migration practice is the result of often conflicting policies at the regional, state and local level. The manifold values and interests constituting the concepts on which these policies were based have led to the transformation of the presence of migrants in certain areas into an object of political manipulation. Thus the presence of migrants became a focal point of conflicts between the state and local government, or between people with different interests.
