Summary/Abstract: The economic, social and territorial cohesion objective is one of the few ideals assumed by the founders of the European Union through which was possible to determine the Member States to cede some national sovereignty toward the EU institutions. In this paper we analyze the historical evolution of the cohesion policy of the European Union - from the ideal to the policy, using historical and analytical methods for demonstrating that this policy is one of the basic pillars of the European construction.
