Summary/Abstract: Public policy is a rules-based process that involves many actors, decision-making procedures and tools that ensure the achievement of goals and priorities at the political level. In the context of European construction this process becomes more complex due to the uneven manner in which the European integration has taken place. From one sector to another, there are areas where the EU has extensive powers and areas where its competences are limited. Moreover, in the case of foreign and security policy or the policy concerning justice and home affairs, the intergovernmental model is the one that seems best suited. From this point of view, the study of European political process or of the decision-making and implementation mechanisms are themes of research undertaken also by specialists in European studies and international relations, given certain theoretical foundations within the area of political science. Also, the economic, geopolitical and societal impact of the European policies is another area of interest for analysts and evaluators of public policies and programmes. In this context, our study has both a theoretical and applied approach on the European public policy.
