Summary/Abstract: In a democracy, citizens can form independent groups that meet the needs of their community or country, and supports full or critical government work. These independent groups are called civil society organizations. Civil society uses techniques and methods to help ensure and human security, both in local communities and on national, regional or global level. In exercising this role, civil society organizations do not replace state institutions with competence in human security, but it supports them in their work by developing citizenship to all citizens through their active involvement in the construction of an environment conducive to human security.
