Summary/Abstract: The starting point of the paper is the identification and the initial description of “smart growth” (growth supporting) structural policy, abstracting it – to the extent which is at all possible – from fundamental macroeconomic policies as well as from sectoral policies. The instruments of the policy under study comprise – in general terms – two large aggregates: the tools and the instruments of institutional policies and of microeconomic policies. For the most part, those policies affect market economy as such, but they may also have partly specific character, i.e. they are limited solely to the process of transformation from command and control system to market economy.
