Summary/Abstract: The authorities of public administration need a patrimony in order to exert the attributions that were given to them in the organization and enforcement of the law, juridical notion that also includes the public domain. In order to build this patrimony, the authorities of the public administration use both common law procedures and procedures of forced transmission of the property law – expropriation for the public utility cause and requisition.
