Summary/Abstract: International humanitarian law makes up an important part of public international law and includes those rules that, in time of armed conflict, are intended to protect the persons not taking or not taking part anymore in hostilities and to limit the means and methods of warfare used. International humanitarian law provides a balance between state security and individual rights in times of armed conflict. Under these conditions, it represents a shield for human safety, provided that it should be respected when it is raised and invoked only in good faith. The power of protection and assistance to the victims of humanitarian law can prevail is conditioned by the fact that humanitarian law applies only to real conditions of armed conflict.
