Summary/Abstract: Activity of public policy is a specialized public service that occurs within the individual and community interests, as well as in support of state institutions, in accordance with national and international laws. State law-enforcement institutions are meant to promote mutual trust, respect and democratic development of society, which justifies the existence of joint action plans, plans for bilateral and multilateral cooperation between the concerned ministries, depending on the operational situation. Finally, it is necessary to reconsider the civic and social mission of the Romanian police forces in general, and the gendarmerie, in particular: they must assert themselves as a real factor of stability and balance, of community protection, a guarantee of all civil rights.
