Summary/Abstract: Compared to the draft Treaty establishing a Constitution for Europe, the Lisbon Treaty does not record significant changes in its substance, its provisions have been fully included, but in a different order. These provisions are now included in the Rome and Maastricht treaties. The values underlying the union are included in the preamble and first articles. The principle of conferred powers (known as the principle of a limited special power) is reaffirmed and further details appear regarding the powers of Member States: Amendment to the TEU 1-6 provides that: "1. The delimitation of Union competences is governed by the principle of special attributions. The exercise of these powers is governed by the principles of subsidiarity and proportionality. 2. Under the principle of special attributions, the Union shall act only within the powers conferred upon it by the Member States to attain the objectives set by them. Competences not conferred upon the Union in the Treaties remain with Member States. "
