Summary/Abstract: The proper understanding of democracy in the teaching of popes primarily requires to trace a perspective wherein democracy is a form of political government. Such a perspective emerges from the teaching of the Church about state which is enclosed in papal encyclicals and other addresses. The teaching of popes shows democracy as a form of social organization, and keeps itself at distance both from its acceptance and its rejection. For having no favorite form of government, the Catholic Church has a right for assessing such forms in the light of eternal law which has been expressed in the creative work of God. Although the system of the democratic exercise of power may be an important form of allowing individuals to participate in the common good, the teaching of popes points out that absolute relativity of truth about man, and dependence of legal system on temporary social opinions, can endanger not only democracy as such, but also all political nation.
