CONSIDERATIONS ON THE MODERNIZATION OF THE CONDUCT OF PUBLIC FUNDS BY THE STATE TREASURY

Summary/Abstract: One of the essential tasks that the Treasury was assigned when the national public budget was drawn up, approved and carried into effect, was, on the one hand the possibility for the Treasury to use the fundamental analysis tools for the elaboration and execution stages, and one the other hand the possibility to supervise the process of achieving the financial, monetary, and currency balance, and that of the domestic and foreign national/public debt. Moreover, the State Treasury will ensure that the public resources will be used with enhanced efficiency by the institutions în the public sector, and that a permanent control/ check-up will be performed on the way the public money is administered. The Treasury has been conceived as a bank for the public finances and it represents an operational system by means of which it is possible to make payments and receipts regarding the public national budget and the extra-budgetary funds, while keeping the financial balance. The State Treasury has been conceived as a unitary system both at the central and at the branches of the Ministry of Public Finance în order to perform financial transactions for the public sector.
