Summary/Abstract: Initial reluctance of European allies to the revolution in military affairs has been fueled primarily by uncertainties about the usefulness and applicability of the concept of asymmetric warfare and military operations other than war. In addition to these concerns, the technological gap, which widened the differences in the perception and in how to combat the threat, on the two sides of the Atlantic, led to an inconsistent and incoherent approach to the concept of revolution in military affairs.
