Summary/Abstract: The available data on the status of school libraries, especially in the rural area of Bosnia and Herzegovina require, within the current reform initiatives, immediate attention to be paid for preparation and implementation of the urgent educational authorities' program adressing the difficult situation of these institutions. This program should rely on the Concept of the smart school library which is based primarily on the improvement of the legal/admnistrative status of librarians, elevation of their professional competencies, establishment of stabile financing, provision of adequate working environment, enrichment of the collections including access to Intenrnet. Including preparation and implekentation of the permanent education of school librarians- In particular this programe requires various quality standards to be implemented. In order to initiate the activities for the overall improvement of school libraries the urgent measures are required also within the educational establishment, and in particular the change of the percepction of the role the school library plays within wider educational and social framework. This process may be helped to a considerable degeree by implementation of the IFLA/UNESCO Gidelines for school libraries published in 2002.
