Implementation standards for public libraries – bh experience

Summary/Abstract: A long time ago libraries haven't been only storages and during their history they changed their function and with that their object appearance. In recent decades, libraries changed more than ever through their whole history. Information technologies and their development changed in multiple ways of data acquisition, information representation and use of the information. So, public libraries, which main duty is a provision of information, face challenges of changes in all the organization aspects of service delivery with the special financial restrictions. A new and different spatial organization and usage of library space with many possibilities of advanced technologies are put upon by all these ones. Obligatory, new conditions caused favourable granted treatment by relevant institutions towards the libraries, especially connected with their finances and a space. Buildings of the public libraries should be designed in according with their functions, accessible to the public and just accomodated to provide new and adjustable services. Library space must be flexible, accessible, reliable, economic, heterogeneous and it needs to provide: a functional and comfortable residence for the users, the optimal conditions for the employees and safe and conditional storage for library material. Now, there are new engagements in front of the public libraries, the users demands are growing more than ever and a support for the libraries in Bosnia and Herzegovina is almost minor. Special problem is an absence of the standards and rates which regulate the issues of library space and buildings and the foundaments have been Yugoslav standards for the study rooms and library equipment since 1977 and the standards and rates for library function since 1990. The level of a library development and the public libraries in some society depends of the sense and willingness of the authorities which decide on finance and their readiness for normal library function.
