Summary/Abstract: Indicators of successfulness of each library (number of books and library tours, circulation rate of bookstock) and the quality of the conditions the library is working under (space, equipment, funds, personnel) fail to satisfy with its changing social roles. Library Standards as a measure of (un)success, reported mostly through numeric data, become incomplete from the point of view of new, innovative contents and forms of work and creativity of a library. New services in libraries depend on the people who work in them, on educated and trained information professionals open to change. The awareness of the need for continuous professional training and achieving key and professional competencies develops in parallel with the growing demands of the information society and the modern library users. Reconsideration of library’s activities and professional skills of librarians under new conditions becomes not only desirable but necessary, and obligatory if legally regulated. New Library and Information Low of the Republic of Serbia, adopted in July 2011, obligates librarians and information professionals on permanent education and professional developmnet. The paper highlights the new role of the librarian-mediator, considers the possible forms of development, ways of measuring achievements and setting personal and professional skills as constituents of educational and professional standards in our environment.
