Summary/Abstract: The Lisbon Reform Treaty adopted in October 2007 reinforces the protection of fundamental rights in the European Union primarily through: – incorporating the Charter of Fundamental Rights into the EU’s primary legislation, i.e. making the Charter legally binding (the Charter is to be solemnly proclaimed again). The Treaty accepts the distinct treatment of the United Kingdom and Poland in this respect (Poland could still alter its position, as announced by the Civic Platform which assumed power following the October 2007 elections); – providing the EU with the competence to accede to the European Convention on Human Rights and binding it to do so.
