Summary/Abstract: The predecessor of today’s Organization for Security and Cooperation in Europe, the 1973–1975 Conference on Security and Cooperation in Europe and the process it set in motion (the so-called CSCE, or Helsinki, process) are referred to as a model of political and diplomatic solutions to build multilateral security in an antagonized international environment.1 In specialist literature of the 1970s and later, the CSCE process was often placed on the same rung with such diplomatic breakthroughs as the Congress of Vienna of 1815 or the Versailles Conference of 1918–1919.
