Summary/Abstract: The paper examines the forces that are driving the European Union to become more deeply engaged in Moldova. The concept of “Wider Europe” must be understood in two different ways. The first is Moldova’s place in the process launched in March 2003 by the European Commission. Here the discussion falls on how the EU and Moldova will develop new relations in the framework of Action Plans. The second way concerns the role of the EU in security terms in Moldova. The paper is divided in four parts. The first part outlines the dilemmas that the EU has faced in addressing Moldova’s place in “Wider Europe”. The second discusses the approach taken to the EU throughout the 1990s, and its limits. Third, the author considers the shifts that have occurred in the last two years in EU thinking about Moldova. The article ends with prospects for the relationship.
