Meaning of the universal preschool services system development in Poland. New social contract towards demographic, economic and social challenges

Summary/Abstract: The article presents current condition and regional and local inequalities in preschool services in Poland. It examines the meaning of creation of the universal preschool services system in the context of demographic challenges (ageing society, low fertility rate), economic challenges (low activity rate, especially among women) and social challenges (poverty, especially among children, weakening of social cohesion) in Poland. The article also presents changes in the role of preschool services in current strategies for national development. It defines preschool services in the context of LEGOTM paradigm which should be treated as a synonym of social investments strategy.
